I need a tool that can convert a PDU format into a text readable form, i used your VB program already but it says error "Index was outside the bounds of Array".

I'm sorry that I haven't do PC-phone programming for a long time.
There are no offical documents about FBUS commands, but here is a project "Gnokii" may help you. Try "http://gnokii.org/" for more information about this!
And you could guess it by your self. If you use a serial port to connect phone (or USB to serial port bridge), you can monitor whole data using HDD Serial Monitor. By doing something on the computer (like get the phonebook), you can get some FBUS commands. Through these commands, you will find some common header, data, and other stuffs.

I'm working In vb.net 2008 project that read and send ussd with at command

and I'm searching about away to restart (reboot) my nokia phone
and I fount your articale but I cant customize it to send that fram to phone

I found that fram 1e,00,0c,40,00,06,00,01,64,03,01,42,77,06
and it's to restart the phone

so please can you make that simple favore for me and give me the vb.net for with the button restrt the phone on it
to help me finesh my work?
